The local government must be brought into the process at an early stage. Most communities will need to amend their zoning to a planned development or unified development zone to allow the project to proceed.
Water quality, soil conservation, water usage, sewage treatment, woodland preservation, wetlands protection, visual impact and open space management issues must be made part of the design process to give neighbors the understanding that the development will have a positive impact on their community.
